Single Use Permit

Single Use Permit for Doing Business in Puerto Rico

The Single Use Permit is a permit for the start or continuation of the operation of a business, construction or activity, licenses, authorizations or certifications, which will be issued by the Permit Management Office, or the Autonomous Municipalities of Puerto Rico. The applicant must request and obtain the required licenses and digital certifications to complete the procedure. Depending on the licenses selected, additional information may be necessary to complete the application. The Sanitary License and Fire Prevention Certificate are included in the Single Use Permit by default.

Currently, a Single Use Permit requires environmental compliance processing, even for home use, renovations, or changes of ownership; however, for these low-impact activities, compliance is achieved simply by certifying a Categorical Exclusion within the system. A Single Use Permit must be renewed annually. Government fees generally range between $110 and $200 for simple operations, though final costs vary depending on the specific commercial uses selected and the square footage of the premises.

Any person doing business in Puerto Rico must obtain the Merchant Registry Certificate, and municipal license, in addition to the applicable licenses and permits required by the Permits Management Office of Puerto Rico.
